The City of St. Louis Seeks Proposals for Emergency Solutions Grant to Support Homeless Services

The City of St. Louis is now accepting proposals for the bidding process to receive funds from the Emergency Solutions Grant (ESG). This grant will provide crucial funding for homeless services throughout the city in the upcoming fiscal year, starting on July 1.

Attention-grabbing first sentence: “Helping the homeless in St. Louis just got a boost as the city opens up proposals for funding from the Emergency Solutions Grant.”

According to Adam Pearson, Director of the Department of Human Services, the ESG will allow the city to support innovative providers in the community who offer shelter, housing, and assistance to those without a home. Pearson expressed gratitude to the U.S. Department of Housing and Urban Development and the City of St. Louis Community Development Administration for making these funds available.

The ESG funding will be allocated to several types of components in the city, including emergency shelter, street outreach, rapid rehousing, homeless prevention, and data collection through HMIS.

Mayor Tishaura O. Jones emphasized the importance of working with homeless services providers in the area to support those in need. She stated, “Our Department of Human Services plays a crucial role in helping the unhoused in our community, and partnering with these providers is essential in reaching as many people as possible.” Jones also noted that while the city is moving towards a housing first approach, they will continue to utilize all available resources to assist the homeless population.

Interested homeless services providers can visit the City’s website to submit an application for ESG funds. Any questions about the application process can be directed to Amy Bickford at bickforda@stlouis-mo.gov.

The selection of homeless services providers to receive ESG funds will be based on their application, past performance, spending, and compliance with federal regulations. The deadline for proposals is 4 p.m. on April 2, 2025.

It is important to note that the Emergency Solutions Grant RFP is an annual bidding process and is open to community partners in homeless services every fiscal year. This opportunity allows for continued support and assistance to those in need in the St. Louis community.
