The City of St. Louis Launches New Recovery Programs to Assist Tornado-Impacted Residents
The aftermath of the May 16 tornado in St. Louis has left many residents in urgent need of assistance. In response, the city has launched four new programs to help those affected by the disaster. These programs aim to address immediate repair needs, provide reliable technical guidance, and protect homeowners from potential fraud or further damage.
Emergency Stabilization Program
One of the programs being implemented is the Emergency Stabilization Program. This program offers free weatherization services to prevent any further damage to homes. This includes tasks such as roof tarping, boarding up windows and doors, removing hazardous trees, and clearing debris from the right-of-way. Priority for this program is given to seniors, uninsured households, and homes in Zones A-C. All work is carried out by licensed and insured contractors.
Electricity Reconnection Program
Due to structural damage, many homes are still without power. To address this issue, the city has launched the Electricity Reconnection Program. This program provides free electrical assessments and repairs (up to $4,000 per household) to restore power. Eligible homes must be owner-occupied, have received a yellow safety placard from a City or MO SAVE inspector, and be deemed safe to enter. The program is a collaboration between the city, IBEW Local 1, NECA, ArchKey/Sachs, Guarantee Electric, RJP Electric, and the St. Louis Home Repair Network. All repairs are carried out by licensed and union electricians. After repairs are completed, residents must contact Ameren to restore service, and no reconnection fee will be charged.
Ask an Architect
The Ask an Architect program offers free, in-person consultations with licensed architects from the St. Louis Chapter of the American Institute of Architects. This service is available to help residents understand the damage to their homes and plan their next steps. Drop-in hours are currently on Mondays and Wednesdays from 12 to 3 p.m. at City Hall in Room 425 (Building Division). Both homeowners and renters are welcome, and no appointment is necessary.
Contractor Registry
To protect residents from potential fraud and ensure that recovery work is done safely, the city has launched the Contractor Registry. Registered contractors will receive a City-issued placard with a QR code that links to their verified license, insurance, and credentials. Before hiring a contractor, residents are encouraged to ask to see this placard and scan the QR code to verify their credentials at www.stlcitypermits.com/stlrecoversregistry. The registry allows residents to search for contractors by trade and confirm their status. While registration does not imply endorsement from the city, it does confirm the contractor’s license and insurance status, providing peace of mind for residents. Full verification may take up to two weeks, and contractors who submit their information will receive conditional verification until the process is complete.
