Mayor Cara Spencer Appoints Matt Moak as Interim Executive Director of City of St. Louis Community Development Administration

In a move to continue the progress of the City of St. Louis, Mayor Cara Spencer has announced the appointment of Matt Moak as the interim executive director of the City of St. Louis Community Development Administration (CDA). Moak, who previously served as executive director from April 2019 to April 2021, will once again take the helm of the agency upon the departure of outgoing Executive Director Nahuel Fefer on November 28.

Familiar Face Returns to Lead CDA

Fefer, who has led the CDA since 2022, is beginning a new chapter with his fiancée in Boston. With Moak’s return, the CDA will continue to serve as the City of St. Louis’ clearinghouse for federal, state, and local funds for public services, affordable housing, blight reduction, and other community development activities.

Swift and Transparent Distribution of Funds

Mayor Spencer emphasized the urgency for investment in the community, especially after the recent tornado on May 16. She expressed confidence in Moak’s ability to efficiently and transparently distribute CDA funds to where they will have the most impact. She also thanked Moak for stepping up once again for the City of St. Louis and its community.

Committed Public Servant with Extensive Experience

Moak has been a dedicated public servant for the City of St. Louis since 2002. He was part of a small team within the City of St. Louis Law Department that addressed real estate issues, and later became known as the Problem Properties unit. In his most recent role with the City Counselor’s Office, he served as city counselor and deputy city counselor. Moak also has experience as an attorney in California and earned his law degree from the University of Chicago Law School.

Ready for the Challenges Ahead

Moak expressed his enthusiasm for returning to the helm of the CDA and working with the mayoral administration to efficiently and effectively distribute funding for the benefit of the city and its citizens. With his experience and dedication, Moak is well-equipped to take on this crucial task.
