The City of St. Louis Invites Bids for Commercial Facade Improvements

The City of St. Louis is taking a proactive approach to neighborhood revitalization by investing in the improvement of 16 commercial businesses across the city. The Community Development Administration (CDA) is seeking qualified contractors to perform exterior rehabilitation and repair services as part of their commitment to supporting small businesses and creating vibrant, welcoming commercial corridors.

Funded by the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program, the Commercial Facade Improvement Program requires contractors to comply with federal labor standards, including Davis-Bacon prevailing wage rates and EPA Renovate Right certification for work on pre-1978 buildings.

The scope of work may include masonry repair, tuckpointing, painting, exterior lighting, windows and doors, signage, awnings, power washing, ADA ramps, and other improvements. The 16 project sites include a diverse range of businesses such as restaurants, community organizations, and retail stores.

Contractors interested in bidding on this project must demonstrate prior experience with commercial projects and submit all required bid forms. Pre-bid site visits will be held from August 18-20, 2025, and sealed bids are due by 4:00 p.m. CST on September 10, 2025. Any questions must be submitted in writing by August 27 to CDARFP@stlouis-mo.gov.
