Mayor Cara Spencer Announces Updates to Mayor’s Office Structure

Today, Mayor Cara Spencer made significant changes to the structure of the Mayor’s Office. These updates were announced on the last day of outgoing Chief of Staff Nancy Hawes’ tenure, as she passes the torch to incoming Chief of Staff Casey Millburg. Hawes has been serving as interim chief of staff since Mayor Spencer’s inauguration, while Millburg has been the mayor’s policy director.

In a statement, Mayor Spencer praised Hawes for her dedication to the city of St. Louis, leaving behind a successful legal career to lead the mayor’s administration through a challenging transition and the aftermath of a devastating tornado on May 16. The mayor expressed her gratitude for Hawes’ leadership and hard work, which have positioned the city for a brighter future.

During her time in the Mayor’s Office, Hawes has achieved numerous accomplishments, including managing the St. Louis Development Corporation (SLDC) and the Community Development Administration (CDA), facilitating the appointment of cabinet members, establishing the Recovery Office, and serving as an invaluable asset during the immediate response to the tornado. She will continue to serve the city as chair of the SLDC board.

Hawes expressed her gratitude for the opportunity to work with dedicated individuals in City Hall and the community, and has high hopes for the future of St. Louis.

Effective August 15, Millburg will take over as Chief of Staff. Mayor Spencer praised her for her intelligence and behind-the-scenes leadership, highlighting her contributions to securing $100 million in state funding for tornado relief and collaborating with various levels of government on important legislative efforts.

Millburg expressed her honor in following in Hawes’ footsteps and looks forward to working with the team of public servants, elected officials, and community leaders to build a stronger and more service-driven city government.

In addition to the change in leadership, Mayor Spencer also announced a reorganization of the Mayor’s Office to create a more efficient and effective structure. This will help the mayor achieve her goals of delivering high-quality services, promoting economic growth, fostering inclusivity, improving public safety and justice, and recovering from the tornado.
