The City of St. Louis Launches Community-Driven Neighborhood Planning Program for Tornado-Impacted Areas
The City of St. Louis is taking a bold step towards rebuilding and revitalizing tornado-impacted neighborhoods with the launch of the PlanSTL Neighborhood Planning Program. Led by the Planning and Urban Design Agency in partnership with the Office of Recovery, this program will guide development, investment, and growth in these areas for the next decade.
Residents at the Heart of the Planning Process
In a community-driven effort, the City is prioritizing the voices and needs of residents in the planning process. Through workshops, pop-up events, and visioning sessions, neighbors will work closely with planning teams to envision the future of their communities. The resulting plans will be formally adopted by the City’s Planning Commission, making residents co-authors of St. Louis’ future.
Mayor Spencer’s Commitment to Partnership
Mayor Spencer emphasizes the importance of working hand-in-hand with North City residents in the rebuilding process, especially after the devastating tornado. She stands by her commitment to this partnership and is excited to embark on this effort with the community.
Join a Neighborhood Planning Committee
The City is now accepting applications for Neighborhood Planning Committees in Plan Areas 4, 5, and 6. These committees will serve as powerful platforms for residents, business owners, schools, and organizations to define progress for their neighborhoods. Committee members will shape the vision, priorities, and goals for their area, serve as community ambassadors, and help ensure that the plan reflects the voices of all residents.
What Are the Planning Areas?
The City is forming five new neighborhood planning committees, including:
- Plan Area 4 – West Cluster: Wells-Goodfellow, Hamilton Heights, Kingsway West
- Plan Area 4 – Central Cluster: O’Fallon and Penrose
- Plan Area 4 – East Cluster: College Hill and Fairground Neighborhood
- Plan Area 5: Academy, Fountain Park, and Lewis Place
- Plan Area 6: Mark Twain I-70 Industrial
Who Should Apply?
The City is looking for passionate individuals who are eager to bring diverse perspectives to the table and help shape the future of their community. Residents, leaders from nonprofits, organizations, school districts, and business representatives from the relevant neighborhoods are encouraged to apply.
Expectations & Timeline
Committee service will begin in Fall 2025 for Plan Areas 4 and 5 and continue through November 2026. For Plan Area 6, service will run through July 2026. Committee members will attend regular meetings and play a key role in shaping decisions. While the full planning process will continue in late 2026, early action will be taken to address immediate needs.
